Vibevoice Realtime Launcher Fixed

VibeVoice Realtime broke after upstream changed its voice-preset loader to PyTorch’s safer weights_only=True mode, which cannot currently deserialize the bundled presets.

The issue was cross-platform, happening on all OS.

I fixed the launcher by pinning VibeVoice to the last known-working commit in both Install and Update; existing users may need to refresh the launcher and run Update again because a running updater cannot execute instructions it has only just downloaded.
