Yes, it's the same issue. The problem is, it's not my installer. You have to report it at the app page. Just select the stsart.js session and report. It will end up at the app page here on the community page.
Then add that this happens because MacOS 27 requires scipy 1.17.1 or higher which can only be installed in a python 3.11 environment and ask if it is possible to modify the installer to use python 3.11
